Overview

Responsible for implementing and executing on all aspects of the Credit Union’s Fair Lending program, including in-depth statistical fair lending analysis, and oversee compliance responsibilities associated with HMDA reporting to federal regulators.

Responsibilities

  • Compliance responsibility and subject matter expertise for the areas of Home Mortgage Disclosure Act (HMDA) Regulation C, Equal Credit Opportunity Act (ECOA) Regulation B, Fair Housing Act (FHA), Truth in Lending Act (TILA) Regulation Z and Fair Credit Reporting Act (FCRA) Regulation V. The Fair Lending Officer is responsible for all Fair Lending program development, compliance training and regulatory submission in the areas of Fair Lending. Assists the AVP of Compliance in meeting the Credit Union’s Fair Lending Objectives.
  • Create and maintain the Credit Union’s statistical analytics program for all sources of lending at the institution.
  • Assist in the coordination of internal audit and regulatory examinations related to fair lending.
  • Provide training to other staff members on Fair Lending regulatory requirements, including FHA, ECOA and HMDA.
  • Develop written reports to Management and Board of Directors concerning identified issues stemming from statistical analysis, including root-cause and action plan developed with business unit management to address the issue.
  • Responsible to develop and conduct fair lending training tailored to the various lending functions to ensure general knowledge of regulatory requirements but also a hands-on understanding for each Team Member and their impact on fair lending.
  • Complete policy and procedures reviews, providing recommendations to management as needed.
  • Lead and complete fair lending assessments and applicable required documentation in the Credit Union’s fair lending analytics and GRC software.
  • Implement exception tracking and reporting in all lending areas covering underwriting, pricing, and process exceptions. This should include ongoing monitoring and testing of exceptions to ensure there are not trends indicating fair lending issues exist as well as identifying exceptions that are routinely granted that should be incorporated into procedures, standards, pricing, policies, etc.
  • Act as a liaison for the Compliance Department in system changes related to fair lending and advise on the impact on regulatory and compliance requirements.
  • Ability to write advanced logics in Excel, Power BI, and write queries in SQL or other querying packages, preferred.
  • Ability to administer fair lending statistical reviews, understand results and communicate results effectively.
  • Ability to use third party software for HMDA filing and fair lending analysis.
  • Perform fair lending special projects as assigned by the AVP of Compliance.
  • Other duties as assigned.

Qualifications

Bachelor's degree in business, statistics, economics, finance, or similar analytical field required. At least three years’ experience is preferred. Ability to communicate effectively with management and personnel at all levels. Possess subject matter expertise in the areas of ECOA, FHA, HMDA, TILA, and FCRA and a thorough knowledge of all other applicable federal and state laws and regulations. Familiar with financial institution compliance programs related to fair lending including risk assessments, testing, and monitoring, training, policy/procedure development and review, and implementation of new products, services, and business processes. Ability to write advanced logic formulas in Excel, and ability to write queries in Power BI, SQL, or other data packages, preferred.

 

Performance Standard:

Professional in appearance, attendance, quality, and quantity of work performed. Ability to work under pressure and through conflicting situations. Must be willing to comply with the Bank Secrecy Act and USA Patriot Act as implemented by Idaho Central Credit Union.

 

Physical Requirements:

  • Perform tasks requiring manual dexterity (processing paperwork, filing, stapling, sorting, collating, typing, counting cash, etc.).
  • Sit for extended periods of time.
  • Lift 20-40 pounds of applicable supplies including but not limited to copy paper, cash drawers, marketing material, etc.
  • Repetitive motion using wrists, hands, and fingers.
  • Reach keyboards.
  • Ability to operate basic office machines (calculator, computer, telephone, copy machine, fax machine, etc.).
